Regulations of 2 April 2008
1.Objective
The Sandoz Family Foundation (hereinafter: "the Foundation"), at the initiative of Monique de Meuron, launched a programme in autumn 1999 to foster academic promotion in the field of higher education and research. The objective of the programme is to fund assistant professorships (replacement or bridging positions) within the framework of long-term teaching and research projects, as defined by the beneficiary institutions and which are explicitly tenure track appointments.
The programme operates under the auspices of an advisory board made up of Dr. Mauro dell'Ambrogio, Swiss State Secretary for Education and Research, Prof. Dieter Imboden, President of the Research Council of the Swiss National Science Foundation, Prof. Pierre Ducrey, Honorary Professor and former Rector of the University of Lausanne, and two representatives of the Foundation.
2. Beneficiary institutions and relevant disciplines
Institutions eligible for the programme are the Universities of Fribourg, Geneva, Lausanne and Neuchâtel, as well as the Swiss Federal Institute of Technology in Lausanne (EPFL). Each year, the Foundation enables institutions to compete for funding notably in the following disciplines:
- Life Sciences (with the exception of Medicine)
- Chemistry
- Geography, History, Literature or other Social Sciences
- Physics
3.Commitments of Beneficiary Institutions
Beneficiary institutions are invited to present a teaching and research project which is explicitly a tenure track appointment. One project and associated candidate are selected by the Foundation through the competition, normally held each year. The projects must promote inter-university and interdisciplinary cooperation. Joint applications from two institutions are eligible for consideration.
The institution whose application is selected (host institution) agrees to ensure the successful integration of its chosen assistant professor, to follow his/her work, to support his/her efforts, to ensure correct use of the funds placed at his/her disposal, to provide regular progress reports to the representative of the Foundation's programme and, in short, to do everything in its power to assure his/her academic future. It provides the beneficiary with the required infrastructure (work space, means of communication, collective scientific and technical equipment). Applications submitted by institutions must include a commitment on their part to abide by the above principles as well as a description of the proposed candidate’s research and teaching programme.
In addition to carrying out his/her research programme, the assistant professor will also undertake university teaching duties within reasonable limits. He/she will assist with administrative tasks potentially useful in terms of career development. He/she may be asked by the Foundation to make a maximum of one or two public presentations, oral or written, per year, about the aims of his/her teaching and research. Conversely, he/she may not undertake any parallel teaching or research activity (save on an occasional basis) in other institutions in Switzerland or abroad.
4. Calendar
Each year the Foundation informs the institutions concerned of the field selected. The opening of the competition is communicated to the boards of the institutions concerned on 1 September and it is then up to them to ensure the widest dissemination possible.
Six copies of each application must be sent to the Foundation's headquarters, to arrive no later than 15 October. The documents should include information regarding the proposed candidate and a description of his/her teaching and research programme.
5. Selection of the winning project and beneficiary
The task of evaluating and classifying projects and candidates is entrusted to a Selection Committee chosen by the Foundation which includes specialists from the chosen discipline. The institutions and candidates appear before the Committee and a delegation from the Sandoz Family Foundation. The Selection Committee then passes its recommendations to the Foundation. The latter communicates its final decision as soon as possible. The decision of the Foundation is final.
At the end of the procedure to select the beneficiary, the agreement is ratified by written exchange between the Foundation and the host institution.
6. Funding
The Foundation provides general funding to cover, normally for a period of two years, the annual salary and associated costs of a young scholar at the level of assistant professor (hereinafter: the beneficiary) and the annual salary of one full-time equivalent qualified assistant. During the first year, the Foundation also allocates initial financial support particularly for the acquisition of basic technical and scientific equipment.
Funding of both salaries may be extended for a maximum of one or two additional years, upon formal request by the host institution. Under no circumstances will the assistant's salary be paid if the assistant professor's position is not renewed. The total number of assistant professors who may simultaneously benefit from the programme is limited to four.
7. Progress Reports
The beneficiary will present an annual progress report to the Foundation.
This report is previously evaluated by the host institution, and then transmitted with its comments to the Foundation by 15 October.
An annual financial report is submitted to the Foundation by the host institution by 15 October.
The progress report is submitted to the Selection Committee of the Foundation, which will convey its decision as to whether the project in question should continue.
The Foundation's decision concerning continuation of the project is announced no later than six months before the end of the following year.
8. Interruption of the programme
The Sandoz Family Foundation reserves the right to interrupt the programme, in which case beneficiaries already employed will continue to receive funding until their contracts expire.
The present document cancels and supersedes the previous regulations. It came into force on 2 April 2008.
